A farmer created quite a commotion at the City Municipal Office in Savanur on Thursday when he walked in with his bullock. The reason: Short of cash and out of frustration, he wanted to offer his bullock as a bribe to have a long-pending certificate issued to him. This, after he had already paid a bribe of Rs 25,000 to some other official two years ago to get the job done.
