If you’ve ever ignored a call because an app marked it as spam, you may want to think twice. India’s telecom regulator, the Telecom Regulatory Authority of India (TRAI), has clarified that apps like Truecaller should not tag or block calls coming from the official 1600 and 140 number series. The clarification comes after reports suggested TRAI wants the power to regulate call identification apps as part of its efforts to reduce spam and fraud. The regulator says these special number series were introduced to help people identify genuine calls, not create confusion.
What are 1600 and 140 numbers? TRAI has assigned these number series for specific purposes. 1600 numbers The 1600 series is meant for important service and transaction-related calls. These calls can only be made by: The idea is to help people easily recognise genuine service calls, such as banking updates or government notifications. 140 numbers The 140 series is reserved for promotional calls from businesses across different industries. Companies using these numbers must register with telecom operators and follow TRAI’s commercial communication rules. What has TRAI clarified? TRAI says apps that identify or block calls should not tag, filter, or block calls from the 1600 series. According to the regulator, these numbers are trusted channels for important communication, and marking them as spam could prevent people from receiving essential updates. Similarly, apps should not independently classify or filter calls from the 140 series. Users who do not wish to receive promotional calls can already manage them through the Do Not Disturb (DND) service. The regulator believes these rules will help people trust official calls while reducing confusion. Why is TRAI issuing this clarification? TRAI said some recent media reports and public discussions had created misunderstandings about the purpose of these special number series. The clarification also comes as TRAI is reportedly seeking approval from the Ministry of Electronics and Information Technology (MeitY) to regulate third-party call management apps as part of its wider anti-spam strategy. Truecaller disagrees with TRAI Truecaller has strongly opposed the proposed restrictions. The company’s CEO, Rishit Jhunjhunwala, said spam calls from the 140 and 1600 number series have increased sharply. According to him, more than 51 million calls from these number ranges go unanswered every day because users no longer trust them. He also claimed that over the past eight months: Users manually block nearly 4 lakh 140-series calls and 1.25 lakh 1600-series calls every day. How does Truecaller handle these calls? Truecaller says it does not label 1600-series calls as spam. Instead, it displays a “Frequently Blocked” badge on numbers that many users have blocked. The company argues that showing this information helps people make informed decisions and improves transparency. According to Truecaller, restricting apps from displaying community-based information could make it easier for scammers to misuse these official number series.
