Is ISRO being privatised?:What’s changing as private firms take a bigger role in space, and will it affect ISRO’s workforce?
For decades, ISRO has been the face of India’s space programme, building rockets, launching satellites and leading missions to the Moon and Mars. Now, some of the work traditionally handled by the space agency is increasingly being opened to private companies. This has raised a bigger question: Is ISRO itself being privatised? ISRO has firmly rejected that interpretation. In a clarification issued on September 6, the space agency said claims that it would be privatised or that its importance would be reduced are ‘completely baseless and incorrect.’ Instead, it said the changes are aimed at building a larger Indian space ecosystem, with private companies taking up mature and routine activities while ISRO focuses more on advanced technologies and major national missions. So, what is actually changing? Why are private companies getting a bigger role in India’s space sector? India opened its space sector to private players in 2020 and later formalised the framework through the Indian Space Policy 2023. The idea is to allow companies, start-ups and academia to participate in different parts of the space industry, from building satellites and launch vehicles to providing space-based services. ISRO says this will bring more investment, manufacturing capacity, innovation and access to global markets. The change is therefore not about replacing ISRO. It is about expanding the overall space sector beyond what ISRO and government resources can do on their own. What does India’s space policy say about ISRO? The 2023 policy gives ISRO a more research- and technology-focused role. It says the space agency should develop new technologies and systems, carry out advanced research, support national missions, and demonstrate capabilities such as human spaceflight. At the same time, ISRO is expected to gradually move away from the routine manufacturing of operational space systems when industry is capable of doing that work at scale. This is an important distinction. ISRO developing a technology and later transferring it to industry does not mean ISRO is abandoning that technology. The agency says mature technologies can be handed over for large-scale production and commercial use, while its scientists and engineers can focus on the next generation of technologies. What about the new spaceport in Tamil Nadu? Private participation is also being considered for the upcoming Second Launch Complex at Kulasekarapattinam, Tamil Nadu, which is being developed for small satellite launches. IN-SPACe has invited industry to operate and manage the facility, with ISRO expected to provide technical guidance, operational support and training during the initial period. This is one of the developments behind concerns over whether ISRO will eventually move away from operating certain facilities. However, ISRO’s clarification says the broader reform should be viewed as ‘ecosystem expansion and capability multiplication, not privatisation.’ So, will ISRO stop making rockets? Not exactly. The policy direction is that mature and routinely manufactured launch vehicles can increasingly be produced by industry or public sector companies. But ISRO says it will continue working on advanced launch technologies and next-generation systems.
This allows the agency to use more of its scientific and technical expertise on areas that are still at the technological frontier. Why does ISRO want to focus more on advanced technology? India has much bigger space ambitions for the coming decades. ISRO is working towards Gaganyaan, India’s human spaceflight programme, and the planned Bharatiya Antariksh Station. The agency also has plans for future lunar missions, including Chandrayaan-4 and Chandrayaan-5, as well as further exploration of Mars and Venus. India’s long-term Space Vision 2047 also includes a planned Indian crewed mission to the Moon by 2040. ISRO says these missions require its scientists and engineers to remain focused on advanced research, frontier technologies and strategic capabilities. As the agency put it, the aim is to enable industry to scale mature technologies ‘while ISRO pushes India towards the next technological frontier.’ What role will IN-SPACe and NSIL play? Will this affect ISRO employees? This is one of the concerns raised by employee associations. If routine manufacturing and some operational activities increasingly move to industry, the nature of some work within ISRO could change.
ISRO, however, says this transition will allow its scientific and technical workforce to spend more time on advanced research, next-generation technologies and complex missions. The agency has not said that its workforce is being replaced by private companies. Instead, its position is that the nature of ISRO’s work will evolve as India’s overall space sector grows. Why does India need private companies in space? The government wants India to become a much larger player in the global space economy. ISRO estimates India’s space economy at around $8.4 billion, while the country has set much larger ambitions for its share of the global market. Private companies can bring investment, manufacturing capacity, innovation and global market access, helping expand the sector across launches, satellites, propulsion and communications.
So, is ISRO actually being privatised? No, not according to ISRO. The agency has explicitly rejected claims that it is being privatised or that its importance is being reduced. What is changing is the way India’s space sector is organised. Private companies are being encouraged to manufacture mature technologies, provide commercial services and take up some operational activities.
ISRO, meanwhile, is expected to concentrate more heavily on advanced research, strategic capabilities and missions that push India’s space programme into new areas. So, the bigger story is not ‘private companies are replacing ISRO.’ It is that India is trying to build a much larger space ecosystem around ISRO, with industry handling more mature technologies while the space agency focuses on what comes next.
