Elon Musk alleges Indian ‘oligarchs’ blocking Starlink’s entry into India:Govt hits back, saying, ‘Satellite policies non-discriminatory’

Elon Musk has accused unnamed powerful business groups of blocking Starlink’s entry into India. The Indian government, however, has rejected the allegation and said the country’s satellite communication rules are fair and non-discriminatory. The dispute comes as Starlink continues to prepare for its commercial launch in India. The company has already built infrastructure in the country but is still working through the regulatory process. Musk accuses ‘oligarchs’ of blocking Starlink Musk made the allegation in a post on X while responding to a post about the need for Starlink in India. He said: Unfortunately, we (Starlink) are being blocked by certain oligarchs in order to maintain their monopolistic chokehold on the Indian people. You can guess who they are … This is a crime against the people of India. Musk did not name the individuals or companies he was referring to.
Communications Ministry rejects Musk’s claim The Ministry of Communications has rejected the suggestion that India is treating Starlink unfairly. The ministry said the government has created a common authorisation system for telecom and satellite communication companies. It added that three satellite communication companies have received licences to provide services in India. However, companies must meet security requirements before moving to the next stage of the process, including spectrum allocation. The ministry said: At present, all the three entities are at broadly the same regulatory stage. It added that claims that India’s regulatory framework is unfair or discriminatory are “baseless and misconceived.” Govt reaffirms equal regulatory stage and security standards for all satellite operators
India’s regulatory framework for satellite communication services is fair and non-discriminatory. The Government has established a uniform authorisation process for all telecommunications services, under which three Global Mobile Personal Communication by Satellite (GMPCS) providers operating on non-geosynchronous satellite orbits have been granted licenses.
To ensure user safety and data protection, every licensee must satisfy mandatory security requirements. Security assessments are actively underway for all three license holders, and upon successfully completing this phase, each entity can proceed to the spectrum assignment stage.
Because all three companies are currently at the same regulatory stage of evaluation, any assertions that the framework or its execution is biased or discriminatory are baseless and misconceived. Starlink says it has built 20 gateway sites Starlink has already invested in infrastructure for its planned India operations. Lauren Dreyer, Vice President of Starlink Business Operations, said at India Mobile Congress 2026 that the company has built 20 gateway sites with hundreds of antennas. She said Starlink has also developed security measures specifically for the Indian market. We’ve built our Starlink operations specifically for India in recognition of Indian security requirements and other regulations, establishing controls at every layer for India, and keeping Indian user data within India. Dreyer said the company has been working with Indian regulators, telecom operators and other industry stakeholders for around five years to prepare for its India launch. Starlink still waiting to start commercial services Although Starlink has received a licence to provide satellite communication services in India, it still needs to complete the required regulatory and security processes before beginning commercial operations. Dreyer has previously said that Starlink remains in talks with the Indian government over its commercial launch. The latest exchange between Musk and the Communications Ministry therefore highlights the continuing disagreement over Starlink’s delayed entry into the Indian market.
