WhatsApp starts charging for certain messages businesses send to customers:Why is Meta putting a fee, and will every text now cost money?
WhatsApp Business users have entered a new charging system from October 1, with Meta now putting a price on certain messages that businesses send to customers. For some businesses, the change could also mean their messages are no longer delivered if they did not add a payment method before the deadline. The change affects businesses using the WhatsApp Business Platform, particularly Solution Providers and companies that have directly integrated with WhatsApp. It does not mean that regular WhatsApp users will have to pay to send or receive messages. Which WhatsApp Business accounts are affected? The new rules apply to Solution Providers and businesses with direct integrations with the WhatsApp Business Platform. These businesses were required to add a payment method to their messaging accounts by September 30. Meta has said that service messages for accounts without a payment method would stop being delivered once those messages became chargeable on October 1. In its announcement, Meta said: For any Solution Provider or directly-integrated businesses that does not have a payment method on file by September 30, 2026, Meta will stop delivering service messages as of when they become charged on October 1, 2026. What are service messages? Service messages are non-template messages that businesses send to customers while responding to an ongoing conversation. For example, when a customer contacts a business on WhatsApp and a customer service representative or a third-party AI system replies, those replies can fall under service messages. However, businesses can send these messages only while a 24-hour customer service window is open. The window starts or resets whenever a customer sends a message. This means businesses cannot use service messages to start a new conversation with a customer. Why is Meta charging for these messages? Meta has introduced the change as part of its second-half 2026 pricing updates. Service messages had been free since November 1, 2024. From October 1, Meta has started charging businesses for delivered service messages on a per-message basis. Certain utility messages sent within an open 24-hour customer service window have also become chargeable from October 1. These messages had been free since July 1, 2025. How much will businesses have to pay? Meta will charge businesses based on messages that are delivered, rather than simply charging for every message sent. The price will vary depending on the market. Meta says service-message rates will be aligned with the rates it uses for utility and authentication messages in each market. There will also be no volume-based pricing tiers for service messages. What things will still be free? What happens if a business has no payment method? Businesses that failed to add a payment method by September 30 can have their service messages stopped from being delivered once the new charges apply. This means affected businesses using the WhatsApp Business Platform need a payment method linked to their messaging account to continue sending these chargeable service messages. How is this different from Meta Business Agent? The new service-message charges are separate from Meta Business Agent, Meta’s AI-powered business messaging system. Meta Business Agent became a separate category in July 2026. From August 1, Meta started charging for these messages using a token-based pricing system, which covers AI processing and message delivery. From October 1, non-template WhatsApp Business messages can therefore fall into two categories: Meta says a message will be charged under only one category and will not be billed twice. Will every WhatsApp Business message now cost money? No. The charging system depends on the type of message and the situation in which it is sent. Meta has also kept its free entry-point window unchanged. Messages sent within this window after a customer reaches a business through an ad that clicks to WhatsApp remain free for message delivery. However, Meta Business Agent messages can still incur token-based charges during this period. What does this mean for businesses? The October 1 change makes WhatsApp Business messaging more closely tied to Meta’s paid messaging system. Businesses using the WhatsApp Business Platform now need to account for per-message service charges, while also making sure they have a payment method linked to their account. For customers, the change does not mean WhatsApp itself has become a paid messaging service. The new charges are aimed at businesses using WhatsApp’s commercial messaging infrastructure.
