Pakistan names its first lunar rover ‘Jinnah-1’:How it will explore the Moon’s south pole years after India’s Chandrayaan-3
For decades, India and Pakistan have competed across cricket pitches, borders and geopolitics. Now, a new arena is quietly emerging far above Earth, the Moon. Pakistan has announced the name of its first lunar rover, Jinnah-1, which is expected to travel to the Moon in 2029 aboard China’s Chang’e-8 mission, according to SUPARCO. The rover will explore the lunar south-polar region, studying the Moon’s surface, soil, radiation and plasma. But there is an important difference between the two neighbours’ space programmes. Pakistan is preparing to send its first rover to the Moon, while India has already landed a rover near the lunar south pole. What exactly is Jinnah-1? Jinnah-1 will be Pakistan’s first lunar rover, developed by the Pakistan Space and Upper Atmosphere Research Commission, better known as SUPARCO. SUPARCO says the rover will weigh approximately 35 kg and will be sent to the Moon’s south-polar region. Its planned work includes studying lunar soil, mapping the surface and examining the lunar environment. The agency says the rover will conduct scientific experiments related to lunar geology, plasma and radiation, while also testing technologies that could support future lunar and planetary exploration. This is important because a rover is more than simply a machine that lands on the Moon. Unlike a stationary lander, it can move across the surface and investigate different locations. Why is it called Jinnah-1? The name was not simply chosen by Pakistan’s space agency. SUPARCO invited people across Pakistan to suggest a name for the country’s first lunar rover. The competition reportedly received around 4,000 entries. Seven participants suggested the name Jinnah-1, and the final winner was selected through a lucky draw. The winner was 17-year-old Tayyab Karim from Bahawalnagar, who had proposed the name. SUPARCO said the name honours Quaid-i-Azam Muhammad Ali Jinnah, Pakistan’s founder, and represents the country’s ambition to enter a new phase of space exploration. The rover is therefore primarily a scientific and technology-demonstration mission. It is not a crewed mission, and it is not designed to bring lunar samples back to Earth. Is Jinnah-1 going somewhere India could not? No, at least not based on the missions announced so far. In fact, the opposite is true in terms of the basic lunar-surface milestone. India’s Chandrayaan-3 landed near the Moon’s south pole on August 23, 2023, and deployed the Pragyan rover. ISRO says the mission demonstrated soft landing, rover movement and scientific experiments in the southern polar region. Pragyan studied the lunar surface and carried instruments that investigated the composition and environment around its landing site. ISRO has also reported Chandrayaan-3 results on the Moon’s surface composition and near-surface plasma environment. So, Jinnah-1’s planned work overlaps with several things India has already demonstrated. Jinnah-1’s link with China This is one of the most important parts of the Jinnah-1 story. Jinnah-1 is described by SUPARCO as an indigenous Pakistani rover, but Pakistan is not independently launching the rover to the Moon. Instead, the rover will travel as part of China’s Chang’e-8 mission. According to China’s space agency, the rover will fly aboard China’s Chang’e-8 mission, planned around 2029, as part of an international payload programme involving 11 countries and regions. So, Jinnah-1 is best described as a Pakistani rover on a Chinese-led lunar mission, rather than an independent Pakistani Moon mission. What is China trying to achieve with Chang’e-8? China sees the mission as part of a longer-term programme to study the lunar south pole and test technologies that could eventually support its planned International Lunar Research Station. One important area is in-situ resource utilisation, which means trying to use materials already available on the Moon instead of carrying everything from Earth. China has said Chang’e-8 will conduct scientific exploration and resource-utilisation experiments. The mission is also expected to test technologies that could eventually help with future lunar infrastructure. Why is everyone interested in the Moon’s south pole? The south pole has become one of the hottest destinations in lunar exploration. One major reason is water ice. Some permanently shadowed areas near the lunar poles are extremely cold and may contain water ice. If future missions can confirm, access, and use these resources, water could potentially support astronauts and be processed into oxygen and hydrogen for other purposes. But the region is also extremely difficult to explore. The terrain is rugged, sunlight conditions can be unusual, and many areas have not been studied in detail from the surface. The money and capability gap The difference in scale is also visible in government spending, although the two countries’ budgets are not directly comparable. According to the Government of India, the Department of Space received ₹13,705.63 crore for 2026–27. In Pakistan, the Associated Press of Pakistan (APP) reported that Rs 5.42 billion was allocated to SUPARCO’s space projects under the 2025–26 development programme. Of this, Rs 400 million was earmarked for the Pakistan Lunar Exploration Rover for China’s Chang’e-8 mission. Note: These figures are not a direct budget-to-budget comparison, but they highlight the different scale of the two countries’ space programmes.
One rover, two very different journeys India and Pakistan may be neighbours and long-time rivals, but their space journeys have taken very different paths. India started with its own launch vehicles and gradually built an increasingly independent space ecosystem, while Pakistan is taking a more partnership-driven route, with Jinnah-1 travelling to the Moon on China’s Chang’e-8 mission. The Moon is no longer just a destination for scientific curiosity. India, China, the US, and other countries are increasingly looking at the lunar south pole for water, science, technology demonstrations, and the possibility of future human activity.
